The Initial Program Loader is the first program run when the Next boots up with the FPGA configured as a Spectrum 48k.

This code initializes the video RAM, displays "Loading...", initializes the SD card and then loads the rest of the firmware code from the file TBBLUE.FW in the root of the SD card.
